| Establishment requirements |
| ・ At least one foreign investor (from any country except China) and one Chinese company; ・ The Chinese investor shall be an employment agency which has been engaged in its business for more than three years, while the foreign investor shall be a company which has been engaged in the employment agency business for more than three years; ・ At least three directors (President shall serve as the legal representative of the Chinese company); ・ At least one supervisor (A supervisor shall not be a director, legal representative, or senior executive of the Company); ・ An actual workplace, with a minimum area of 50 m2; ・ Registered capital that matches the company's business scale, with a minimum of USD 300,000, whereHong Kong and Macau service providers shall contribute a minimum of USD 150,000; the minimum percentages of contribution for the foreign investor and the Chinese investor are 25% and 51%, respectively; ・ No establishment of a wholly foreignowned employment agency is allowed, except Hong Kongand Macau service providers (CEPA); ・ Business specialists with knowledge of HR management, five of whom must be full-time employees with college degrees or above and employment agent qualification certificates and one talent intermediary division. |
